WASHINGTON, DC, June 08, 2006 - LexisNexis U.S., a leading provider of information and services solutions, hosted its second LexisNexis Symposium on Government Information Sharing and Data Usage yesterday at the Ronald Reagan Building and International Trade Center. Last year, the company hosted its first national symposium on government information sharing and data usage with a focus on the policy issues relating to government use of private sector data. The symposium brought together leaders from government, industry, academia and the think tank community to reinforce the need to maximize the use of Open Source Intelligence (OSINT) without compromising individual privacy.

"The government continues to place emphasis on and accelerate the development of fusion centers for the exploitation of open source information to support its efforts in the Global War on Terror," stated Norm Willox, CEO of LexisNexis Special Services Inc. "Therefore, it is critical to have a national dialogue on the policies that impact the collection, exploitation and dissemination of OSINT and discuss those policies that will maximize the use and benefit of this information while protecting individual privacy rights."

U.S. Representative Rob Simmons (R-Conn.), a CIA veteran and long-time champion of the use and value of Open Source Intelligence, delivered the luncheon keynote address at the event, exhorting those in the government to capitalize on the value of open sources in complementing clandestine or technical sources of intelligence such as HUMINT, SIGINT and IMINT. Rep. Simmons is chairman of the House Homeland Security Subcommittee on Intelligence, Information Sharing and Terrorism Risk Assessment.

Newly-appointed Director of the United States Secret Service Mark Sullivan addressed the audience by discussing how the use of open source information supports the protective and investigative missions of his agency. Other panelists and speakers included:

  • Martin Abrams, Executive Director, Center for Information Policy Leadership
  • Ben Bell, Former Director, Office of National Risk Assessment, Transportation Security Administration
  • Fred Cate, Distinguished Professor, School of Law, Indiana University – Bloomington; Director, Center for Applied Cybersecurity Research
  • Bob Clark, former CIA Analyst and Author, Intelligence Analysis: A Target-Centric Approach
  • Mary DeRosa, Senior Fellow, Center for Strategic and International Studies
  • Carol Haave, Former Deputy Under Secretary of Defense for Counterintelligence and Security
  • John Kropf, Director of International Privacy Programs, Department of Homeland Security Privacy Office
  • Laura Mannning, Deputy Director for Fusion, Homeland Security Operations Center (HSOC), Department of Homeland Security
  • Aris Pappas, Senior Director, Microsoft Institute for Advanced Technology in Governments
